Since update from Ubuntu 16.04 to 18.04 i cant execute the scripts with a shortcut. In Ubuntu 16.04 i was able to do it.
Is it a Bug or what can i do to solve this problem?

I am still on Ubuntu 16.04 so I cannot comment on Ubuntu 18.04 usage.
However I would try using actexec in a shell or python script to launch your Action scripts.
I have also created a URL protocol handler which allows Action scripts to be launched by clicking on a browser hyperlink (although that might be a security problem if misused).
